Reach the pinnacle of your pyramid first, to win. To do this, you must perform The administrative waltz.

With more than 4 players, 2 players share a pyramid to advance. There are 2 versions of play.
Progress through the various qualifying zones, positions and levels and manipulate opponents to retard their progress. This performance simulates the bureaucratic process in the rise to success and is not dependent on one particular attribute but rather a 5-point plan.
Qualifications; formal education
Progressions; promotion through merit or luck
References; opinions from superiors or colleagues
Manipulations; tactical play and advancement
Bonuses; incentives and fringe benefits.

Inspired by a satirical book of the same name by G. Stringer and M. Wallace. The book develops a set of 10 commandments, designed as a code of conduct for the bureaucrat, to assure success in their chosen profession. It draws on examples from commerce, industry, public service and educational institutions, providing an adequate theoretical basis for the adjustment of the individual to the new bureaucratic society. A rare game.
