Players build an oil producing empire, negotiate for oil concessions and take risks for high stakes. The game is played in two phases, separated by a short pause.
The first phase lasts about 15 minutes during which players fly around the world buying concessions. Each time players fly through
Geneva , they receive additional money from the bank. Players also deal with telex messages, are forced to land, refuel and attend meetings. They may even get lost in a desert or taken to the International Court.

There is now a pause for about 15 minutes during which time

- the banker offers for auction any remaining unsold concessions
- players take stock of their own concessions and may negotiate exchanges or deals with other players.

Phase two is normally fixed at 1 hour. Players may begin operating concessions using derricks and platforms. They aim to balance their income and expenditure, avoid bankruptcy and develop assets. At the agreed time, each player adds up their petrodollars and value of their installations. The concession titles themselves have no value. The winner is the player with the most assets at the agreed time.

 

Additions and amendments to the rules include agreements by players of the game at the World Championship in Monte Carlo in 1976. A great game with well designed playing pieces.
